Transport Minister Wissing wants the expansion of the energy and transport infrastructure to proceed more quickly. He relies on digitization.

Plan and approve faster: The federal government wants to significantly speed up procedures, for example to promote the expansion of energy and transport infrastructure. The cabinet decided on Wednesday the key points of Transport Minister Volker Wissing (FDP), as the department announced.

“Planning and approval procedures in Germany sometimes still take many years,” says Wissing. “If we want a climate-neutral, digital and innovative Germany, we cannot accept it like this. That’s why we will use digitization to speed things up and finally make progress.”

In the future, it should be possible to submit project documents online in order to speed up procedures for rail, roads and waterways as well as offshore wind turbines. To this end, the ministry intends to set up a specialist planning portal by the end of 2022. From 2023, the portal is to be expanded to include an objection management system. This is intended to facilitate communication between citizens, authorities, associations and project developers. A “gigabit land register” with a detailed overview of suitable expansion areas is also planned. This data portal is to be set up by the end of 2023.
